Disclaimer, angeal's understanding of what they are is wrong.
It's pretty accurate. They are children, they've just been aged faster, I think, so they can be put to use. I imagine the Admiral doesn't have them here because they're villains so much as.. in desperate need of a chance to be more than copies.
They're doing very well so far!
