If I had to guess, [ very much honesty, though he mostly sounds tired ] I would say that he had no idea that someone might react with such ferocity to him. And he believed his own actions to be entirely neutral.

Sider's personal boundary issues are something I take seriously. And have already taken steps to address and will continue to do so.
But considering that Simon is the one who killed someone in this instance, and that I found them in a hallway, nowhere near his room, giving no indication that there has been a repeat performance, I'm a little curious that this is the sticking point you have about the situation when Simon, again, violently murdered my inmate, something you've yet to indicate that you take seriously.

Simon's only my inmate for-- I'm guessing half a day, at most. If he tries to kill anyone else before then, he's gonna have to go through me, because he's not leaving my sight. After that, all I can do is write about this in his ledger - the ledger that plenty of wardens have told me they don't bother to read - and let his next temp know. Oh, and keep an eye on what he's doing when I see him in public, but even that gets me lectured sometimes.
But you're Sider's permanent warden, which means you've got more leverage and more resources, and where there's smoke, there's fire. "He's probably only done this crappy thing once, and someone else did something even worse" sucks as an argument. If you're dealing with his boundary issues, good, 'cause they need to be dealt with.
