Sometimes it is a call that has to be made. Sometimes it isn't. It's been part of my job before, and my life. What's the saying? 'The needs of the many' and all that? But there's always going to be nuance.

And now here's these two, and there's a third that didn't make it aboard.
I assume it means at some point R&D succeeded but it's an assumption.

Nobody here had the kind of clearance to find out stuff at that level from R&D. My boss didn't for most of it either, or the other Directors. Science did its own thing and only ever reported the successes, right to the President. And they didn't go into detail on how they got where they are, just the results.
You need to remember, most of the people here from our planet were not part of the company and absolutely had none of the clearances needed to, say, be there when the boys were designed or when they were born, or even put eyes on their dossiers. Sephiroth MIGHT have, but he doesn't remember. Vincent might have, but he's twenty five years out of date.
Even I only had access to Hollander's line of research, Sephiroth and the boys were Hojo's line.

anyway, if your assumption is wrong, it's a hell of a big coincidence. I'm ok with putting the blame on Shinra here. having the intention to make more baby Sephiroths isn't a good look whether they succeeded or not.

Call it a philosophical difference; I don't want to assign 'blame', that implies there's something negative to having them alive. Whoever cloned them, whatever their 'purpose' was, whether to try to refine the process they started on Sephiroth or something else, they're good kids.
